The bipartisan Supplemental Oxygen Access Reform Act (SOAR) of 2024 was introduced in the U.S. House by Representatives by David Valadao (R-CA), Larry Bucshon, MD (R-IN), Adrian Smith (R-NE), and Julia Brownley (D-CA). The legislation is identical to S 3821 introduced by U.S. Senators Bill Cassidy, M.D. (R-LA), Mark Warner (D-VA), and Amy Klobuchar (D-MN) to ease access to supplemental oxygen for Medicare beneficiaries. The SOAR Act would establish a new payment methodology for liquid oxygen, and for supplemental oxygen patients to access respiratory therapists. Senators Cassidy (R-LA), Warner (D-VA) and Klobuchar (D-MN) introduced the Supplemental Oxygen Access Reform (SOAR) Act – S 3821. The legislation is based on the 4 pillars of Medicare oxygen payment reform that the AARC has supported with many others in our broad coalition of patients, providers and the durable medical equipment (DME) industry. The SOAR Act creates a statutory service element to provide adequate reimbursement for respiratory therapists to ensure supplement oxygen patients have access to their expertise.
